How do you choose a preservative system for skincare?

Choose against three constraints at once: the formula's pH and water activity, the dispensing format of the pack, and the allowed preservative list of every market you will sell in. A broad-spectrum system that passes ISO 11930 challenge testing in the final formula and final pack is the standard. Testing in a lab beaker without the pack is not the same result.

What does ISO 11930 challenge testing prove?

It measures whether the preserved formula reduces an inoculum of bacteria, yeast, and mold over a set contact time, then holds the count down through the test period. A pass shows the system works in that formula at that pH and package; a fail usually points to pH drift, an under-dosed preservative, or a pack that lets consumers re-contaminate the product.

Can a skincare product be preservative-free?

An anhydrous balm, oil, or a single-dose sealed pack can be genuinely preservative-free because it holds no free water for microbes to grow in. Any water-based product sold in a multi-use pack needs an effective preservation system. A preservative-free claim on a water-based serum in a dropper bottle is a microbiological risk rather than a marketing advantage.

Why do organic acid preservatives fail above pH 5.5?

Organic acids such as sodium benzoate and potassium sorbate work in their un-dissociated form, which exists only in an acidic environment. At pH 5.5 to 6.5 they are largely inactive; above 6.5 they are effectively inactive. A formula buffered to pH 6.0 for skin comfort cannot rely on organic acids for mold control, so decide pH first and then select the system.

Do multifunctional ingredients replace a preservative?

No. Caprylyl glycol, pentylene glycol, glyceryl caprylate, and chelators such as EDTA or sodium phytate support and boost a preservation system, but they are not a standalone system in a water-based leave-on formula. Treat them as hurdle technology that lowers the preservative load, never as the reason a system passes a challenge test.

Which preservatives are allowed in which markets?

The EU places preservatives on a positive list with maximum authorized concentrations by product type, and other markets set their own limits, so a preservative common in one region may be capped or unlisted in another. Build the system against the strictest market on your roadmap to avoid reformulating and re-testing a formula that already passed challenge testing.

How many times should you challenge-test a formula?

Twice in a normal program. Run it once on the lab formula to catch obvious pH or dose failures early, then again on the pilot batch in the final pack before scale-up. Claims about preservation, shelf life, and microbiological safety should rest on the second result, because the pack changes re-contamination risk.
